Kitui county revenues in steady rise

Kitui County Treasury has continued to record improved revenue collections under Governor Ngilu’s administration with returns for May 2018 hitting a new high growth of 46 percent.
In absolute terms, collections grew from the Kshs. 23.8 Million collected in a similar period last year to Kshs. 34.8 million collected last month, an indication of great traction of sound financial management introduced by County Treasury Minister Ms Mary Nguli.
Previously, the Commission on Revenue Allocation(CRA) has used revenue growth in counties to gauge the level of fiscal responsibility and financial prudence. Speaking in her office while releasing the May 2018 outcome, Ms Nguli, noted that the County has so far done very well and that it will no longer miss the fiscal responsibility parameter funds allocated on the basis of good revenue performance and financial prudence.
She said the county will, by end of 2018, have recouped the revenue losses witnessed during the first four months of the financial year.
“The Governor has been very supportive and Kitui people are very willing to pay their dues. The conducive working environment has enabled us to implement good financial policies for the benefit of the county” said the Executive Member.
Improved collections mean that the county is able to implement planned development programmes for the benefit of Kitui residents.
Speaking on another front, Nguli revealed that the County Treasury has partnered with the National Treasury and Price Waterhouse Coopers (PWC) on a staff skills development & empowerment programme aimed at ensuring adequate capacity in all areas of financial management and especially in key result areas of financial reporting, expenditure management, procurement, audit and revenue enhancement.
She further revealed that Kitui county had been selected by the National Treasury as the pilot county for financial management and that the first set of national government officers to draw out the operating framework will be in Kitui on Monday, June 11, 2018. “Kitui was identified due to its willingness and demonstration of commitment in putting the right structures, systems and controls, and we really thank the National Treasury for supporting us so well” said the County Treasury boss.
The Ministry is poised to embark on an ISO certification exercise as soon the clean up exercise is complete. “We have began a process of documenting all the procedures, processes, service delivery charters and performing all other necessary actions to become the first county to get ISO certified.We shall define our service levels with the aim of providing the most efficient and effective support & facilitation to other County Ministries and the public” said the minister.
