As Machakos Governor Wavinya returns to the Senate Public Accounts Committee, it has emerged that the county leadership authored its disastrous Senate appearance last month.
Documents seen by The Anchor show that the team that went to face the senate committee was as unprepared as it was ignorant of the matters they were to face before the team led by Senator Moses Kajwang.
So as she steps into the room this time round, the Senate will be holding a protest letter written to the Finance Minister Onesmus Kuyu, detailing how the finance minister handles the audit process to the exclusion of the County Attorney.
The revelations come in the form of a protest letter dated November 12 by the County Attorney Mr. James Kathili who resigned Yesterday.
Much as Kathili did not give a reason for his resignation, the cat is out of the bag.

A barrage of mail shows that Kathili stopped working to fight for his tenure as a county attorney.
As they went to the Senate on October 29, Kathili had been ejected from his office at the White House and all his working tools and some personal items stolen.
Moreover, his entry to White House was restricted and thefore failed to attend cabinet meetings where he is an Ex-officio. Yet Wavinya would pretend not to know and therefore wrote him a Show Cause Letter, setting him up for impeachment.
So, on the fateful senate appearance, Kathili was summoned via sms, without the slightest knowledge that audit questions would be fired at him.
His colleagues- CS Ndambuki Muya, Governor Wavinya, and Mr. Kuyu- seem to have long stopped recognizing his office and chose to work with his deputy- the Solicitor General Ms. Juliet Nthambi- leading Kathili to fire a letter to her accusing her of rebelliousness to his instructions.
Mr. Ndambuki, Mr. Kuyu and Governor Wavinya declined to respond to a message from The Anchor about their date with the Senate as they always do to querries by this publication.
The last time they appeared at the senate, a disjointed government was on display, clearly showing a lack of preparedness to respond to questions on the use of public resources put under Governor Wavinya.
The Anchor has also seen a trove of letters from the governor to Kathili that show that she was setting him up for impeachment by the County Assembly. The letters show a county administration immersed in deception among top officers, officially sponsored insubordination where officials chose to work with subordinate staff with the boss kept in the dark, and backstabbing- with the isolated official being accused of not working.
“Machakos is today a theatre of the absurd. Disorder is the order. The governor is all over pursuing non issues and scheming against those she has appointed. She wants to do every job herself”, said an insider in the Wavinya administration.
The Anchor, therefore, presents you with this letter to empower you to understand how the person you dedicatedly voted for is managing your county government, surrounded by official who are unconscious of the heavy responsibility in their hands.
