The Governor’s Office faces prolonged turmoil in its communication department, marked by uncertainty and inefficiency.


This follows the exit of two experienced journalists- Daniel Mule and Joyce Gituro who resigned as Chief Officers in quick succession.
Despite the Governor’s efforts to hire notable professionals to lead the department, their tenure has been short-lived, with their resignations leaving the office in disarray.
Reports suggest that the root of this instability lies with Kelvin Mutwiwa, the suspended Assistant Communication Director who handles Social media after drafts are done by other people.
Considered a close ally and confidant of the Governor, Mutwiwa never has guardrails in his bosses and seemingly reports to Wavinya directly.
He now faces accusations of insubordination and creating a toxic working environment. It is alleged he undercuts the department’s hierarchy and micromanagement of finance-related tasks, such as dictating who receives Daily Subsistence Allowances (DSAs). Though the two officers who have left never stated their reasons for quitting, those they spoke to said they found no support for their work from either Wavinya or Onesmus Kuyu, the County Finance minister they reported to. This may have been the reason for resignations.
Following the resignation of Gituro and Mutwiwa’s suspension, the Chief Officer in the Governor’s Office, Charles Mutinda, was appointed to act as the department’s head. However, Mutinda, who lacks expertise in communication, has brought on board individuals like blogger Donald Mwendwa Nzau, popularly known as “Password,” to manage critical sections of the department.
Password’s appointment has raised eyebrows, given his past legal disputes with the Governor over his abusive posts against Wavinya. Despite their love and hate history, the Governor has entrusted him with significant roles in the communication department, further fueling scepticism about the competence values in the administration.
The department now appears to be dominated by bloggers and social media influencers with minimal professional communication skills. Skilled officers, like former Head of Communication Mutinda Mwanzia, have been sidelined and reassigned to irrelevant roles. Meanwhile, directors and deputies in communication are accused of prioritizing sycophancy over competence.
Critics have highlighted a systemic failure, with the county relying heavily on bloggers and social media platforms to advance its agenda. It is alleged that the administration uses its financial resources to influence mainstream editors, turning them into gatekeepers against adverse stories.
Additionally, communication officers are reportedly misusing county resources, including fueling personal vehicles. Neither Charles Mutinda nor Minister Kuyu has the adequate knowledge to provide effective leadership in resolving these issues.
The department’s challenges appear far from over, with a glaring mismatch of skills and a lack of clear direction exacerbating the crisis. Observers note that a complete overhaul may be necessary to restore professionalism and stability to the Governor’s communication team.
