Majority of Governor Wavinya Ndeti’s Cabinet May Be Serving Illegally

A majority of Machakos Governor Wavinya Ndeti’s cabinet could be operating illegally unless their contracts are renewed, The Anchor has learned.
Seven of the Governor’s County Executive Committee Members (CECMs), commonly referred to as ministers, were appointed on November 9, 2022, on two-and-a-half-year contracts — terms that are now expiring.

Also affected is County Secretary Dr. Muya Ndambuki, whose contract is similarly due for renewal.

Only three CECMs currently hold valid contracts: Health Minister Justus Kasivu, suspended Roads Minister Rita Ndunda, and recently appointed Water Minister Veronica Munyaka.

In contrast, most Chief Officers, who were appointed in January 2023, still have more than a month before their contracts expire.

The looming contract crisis comes as Governor Ndeti’s administration is grappling with internal wrangles at the Governor’s Delivery Unit (GDU).

A standoff has erupted between the new head of the unit, Judah Mumo Ivia, and his predecessor, Justus Kiteng’u, popularly known as Muoreh.

Muoreh was reassigned to supervise Special Projects in a letter dated March 9, 2025, and signed by Dr. Ndambuki. The same day, Ndambuki appointed Mr. Mumo to the helm of GDU.

However, sources within the county government say Muoreh has resisted vacating the office or surrendering the official vehicle, leading to a power struggle between the two officials.

As we went to press, all eyes are on Governor Wavinya. Analysts say much as she would want to make changes in her cabinet, her sour relationship with Assembly Speaker Anne Kiusya makes new nominations a tall order.

As the Governor seeks to steady her administration amid these tensions, the legal status of her cabinet remains unclear unless urgent action is taken.
