Outcome Jolts Mutula to call for urgent reforms in Water Sector
A staggering 90 percent of rural water projects in Makueni County are poorly managed, and a new governance survey has revealed—prompting Governor Mutula Kilonzo Jr. to call for urgent reforms in rural water systems.

The findings, presented to the governor on Wednesday, come from a survey conducted by Emali Dedicated Children’s Agency (EDCA) to assess the effectiveness of rural water governance structures in ensuring reliable water supply.
Launched in November 2024, the survey paints a troubling picture of widespread inefficiencies and systemic failure in community-managed water schemes.
Despite strong stakeholder participation in many areas, the report found that most rural water projects suffer from inadequate financial and technical oversight. Local water committees, which are often tasked with running these projects, lack the expertise and resources necessary to maintain operations.
The result is frequent system breakdowns, dry water points, and ongoing water insecurity—especially for women and children who are disproportionately affected.
In response to the findings, EDCA recommends a review of the Makueni Water Policy (2019) to formally institutionalize rural water governance structures, thereby giving them a clearer mandate and operational framework.
The report also calls for the automation of water points and the digitization of billing systems to curb corruption and enhance transparency.
It proposes the introduction of ATM-based payment systems to streamline revenue collection and improve accountability.
Governor Mutula welcomed the survey, describing it as a critical step toward meaningful reform.
He emphasized that effective water governance is essential for sustainable development and said the report provides a strong foundation for action.
He pledged to work closely with EDCA and other stakeholders to translate the recommendations into policy, ensuring that rural communities can access safe, reliable water without undue hardship.
