Mathuki Fights Rape Claims Amid Victim’s Cries for Justice

Mr. Mathuki: It Wasn’t Rape

A high-profile sexual assault case involving Machakos County’s Director of Procurement Joseph Mathuki alias “Kee Kee” — a close ally of Governor Wavinya Ndeti — has spiralled from a rape allegation into counter-accusations and a police reversal that has stunned rights groups.
Initial Allegations
According to police and medical documents seen by The Anchor, a young woman (whose identity we are withholding) reported that Mathuki lured her to Masinga Lodge Hotel on August 13, 2025, where he somewhat raped her.

She filed a complaint at Masinga Police Station two days later under OB 06/15/08/2025 and was examined at Machakos Level Five Hospital, where she received post-exposure prophylaxis and her injuries were documented.

She claims Masinga OCS later called her incessantly inviting her to return to the station to retract her report ‘ because the matter is endangering her( OCS) job’.
The victim later claimed she was abandoned by county authorities after reporting the matter to the Machakos County Secretary Dr. Muya Ndambuki and then to Deputy Governor Francis Mwangangi.

According to her, the Deputy Governor arranged a meeting at the Sarova Stanley Hotel in Nairobi between her and Mathuki and allegedly proposed a monetary settlement in lieu of court action. She refused, saying she would pursue justice through the courts.
Soon after, the woman alleged that Mathuki used his influence open a barrage of intimidation tactics to cow her into silence.

Through the OCS of Masinga Police Station, she says, she was coerced into signing a pre-drafted withdrawal letter against her will.

Since then, she claims Mathuki has sent her live GPS coordinates of her movements, a chilling reminder that she is under surveillance.
Mathuki Breaks His Silence
In an exclusive interview with

The Anchor, Mathuki rejected the rape allegation outright but admitted to having sexual contact with the complainant that night, insisting it was consensual.
“This was not rape,” Mathuki said. “She has been forcing herself on me and is now using the media to intimidate me into agreeing to marriage. She is even reporting the matter to my wife and my father. Towards what end are these entreats? Is it justice?”
Mathuki claims the accuser is besmirching his image and destabilising his family life, saying the allegations have severely damaged his reputation.
Police Shift Their Focus
Police sources in Masinga confirmed to The Anchor that there is currently no active investigation into the rape allegations following the withdrawal of the complaint. Instead, they are pursuing a case against the complainant for alleged threats to Mathuki.

“This is the active investigation police is pursuing,” one source at Masinga Police Station said, adding that the complainant is under scrutiny over alleged harassment and threats.
This reversal of roles is a stunning development that leaves questions in the way police work. The case now appears to have been bungled, with the hunter becoming the hunted.

It demonstrates how  mishandling of sexual offence cases at the outset often leads to impunity and can discourage victims from reporting.
Test for Machakos Leadership
The Mathuki case has become a lightning rod for questions about power, accountability, and gender-based violence in Machakos County.

Though personal in nature, how the matter is handled may make a loud statement on sexual offences in a county that is woman led, in the background of the fabled ‘Machakos Girls’ ensemble of Wavinya, Senator Kavindu Muthama, Speaker Anne Kiusya and Woman Representative Kamene Kasimbi.
