MCC Removes Minority Leader Again  Over Wavinya Links

Speaker Anne Kiusya yesterday formally announced the removal of Judas Mbili Ndawa as Minority Leader of the Machakos County Assembly. 

This paves the way for Francis Wambua Kavyu to take over the post in a move that deepens the political realignment inside the Third Assembly.

In a communication to the House dated 23 September 2025, Kiusya told members that she had received and verified a letter from Minority Whip Everlyne Nzeki, notifying her of the resolution reached at an A & L Hotel meeting of the Maendeleo Chap Chap Party (MCCP) on 15 September 2025.

Thirteen members of the party caucus signed minutes of the meeting adopting Kavyu as Minority Leader and Francis M. Ngunga as Deputy Minority Leader .

The Speaker said she had satisfied herself that Standing Order 16 on the removal of a Minority Leader had been fully complied with, clearing the way for the immediate effect of the changes.

Yesterday’s announcement followed a bruising legal battle in the Political Parties Disputes Tribunal Court (PPDTC) where Ndawa had earlier won a ruling on 10 September 2025 reversing his initial ouster of June 10.

The Tribunal found that his earlier removal had not followed due process. However, the party caucus moved swiftly to correct the procedural flaws and ousted him again, this time sealing the change with signatures and minutes.

The development marks the second time in three months that Ndawa has lost his leadership role and signals the diminishing leverage of pro-Wavinya MCAs inside the Assembly, with Kavyu now expected to tilt the balance in favour of Speaker Kiusya’s allies.

Ndawa’s removal is part of the dossage administered by both MCC and UDA to prevent the impeachment of the Speaker by Wiper MCAs acting at the behest of Governor Wavinya Ndeti.

Even then,Kiusya wished both Kavyu and Ngunga “all the best in their new roles” as the Assembly braces for further realignments.

The change comes within hours of a trade-off where pro- wavinya MCAs where they dropped impeachment thoughts to salvage careers of eight of them including Majority Leader Nicholas Nzioka whose seats are targeted for gazetment as vacant for Missing Eight Sittings.
