The Machakos County Assembly today adopted the report of a Select Committee that found allegations against former Finance, Economic Planning, Revenue Management and ICT CECM Catherine Mutanu Raphael had been substantiated.
The report, tabled by Select Committee Chairperson Francis Ngunga, concluded that there was sufficient evidence to support allegations of gross violation of the Constitution and other laws, abuse of office, gross misconduct and incompetence in the performance of official duties.
The allegations had been contained in an impeachment motion moved by Mbiuni Ward MCA Peter Kilonzo before Governor Wavinya Ndeti dismissed Mutanu from office on July 6.
During plenary, MCAs debated the committee’s findings before voting to adopt the report, effectively endorsing the committee’s conclusions despite Mutanu’s earlier dismissal from the County Executive.
The committee observed that the Governor’s decision to remove Mutanu from office was consistent with its findings after examining the evidence presented during the inquiry.
The adoption of the report brings to a close the Assembly’s impeachment process, which had continued even after Mutanu’s dismissal by the Governor while the Select Committee was still conducting its investigations.
In the same sitting, the Assembly considered a statement by Minority Leader and Kinanie Ward MCA Francis Kavyu seeking clarification on the appointment of the Municipal Manager for Kangundo/Tala Municipality. Speaker Anne Kiusya referred the matter to the Justice and Legal Affairs Committee, directing it to report back to the House.
The Assembly also received a statement from Deputy Minority Leader and Mua Ward MCA Francis Ngunga seeking answers on the County Government’s response to the fire that destroyed businesses at Machakos Mitumba Market on July 4.
The Speaker referred the matter to the Committee on Decentralised Units for investigation and a report to the House.
