Harrison Maluki Mawia has officially assumed office as the substantive Clerk of the Kitui County Assembly and Secretary to the County Assembly Service Board after taking the Oath of Office Today.

By becoming the Clerk, Mawia ceases to be the Migwani Ward Member of the County Assembly, creating a vacancy that may trigger a by-election ahead of next year’s General Election.
His swearing-in came a day after the County Assembly unanimously approved his appointment.
The appointment was subsequently published in the Kenya Gazette through Gazette Notice No. 11980 dated August 6, 2026.
The oath was administered by Speaker Kevin Kinengo Katisya during a ceremony held in the County Assembly Chamber.
Speaking after taking the oath, Mr. Maluki thanked the Assembly for the confidence it had placed in him and pledged to serve with integrity, professionalism and dedication.
He said his priorities include digitising the Assembly’s operations, strengthening records management, promoting paperless committee proceedings, improving public access to legislative information through technology and modernising administrative systems to enhance efficiency and service delivery.
Speaker Kevin Kinengo Katisya urged him to discharge his constitutional and statutory responsibilities with diligence, impartiality and professionalism.
He expressed confidence in Mr. Maluki’s leadership and assured him of the Assembly’s full support as he leads the institution towards greater efficiency, innovation and excellence in legislative service.
Outgoing Acting Clerk Chris Mwangangi pledged his full support during the transition.
He said he would work closely with the new Clerk to ensure a smooth handover and the continued success of the Assembly.
As Clerk, Mr. Maluki will serve as Secretary to the County Assembly Service Board, Chief Administrative Officer of the Assembly and Accounting Officer responsible for its day-to-day management and operations.
He will also provide independent procedural and legislative advice to the Speaker and Members of the County Assembly while overseeing the institution’s administrative and legislative support services.
Mr. Maluki holds a Bachelor of Science degree in Computer Science from Meru University of Science and Technology and a Master of Arts in Transformational Leadership from St. Paul’s University.
Before his appointment, he served as the Member of the County Assembly for Migwani Ward and Majority Leader, positions that gave him extensive experience in county legislation and governance.
